Training with Simulated Weapons

We are still working through the formalization of our policy.  This is the current practice:
  • The unit informs the University Police department of the planned training day and location.
  • The unit informs the location’s “owner” of the planned training day and time. For example, our Unit trains at Millett Hall, which is also our basketball arena, so our Unit informs athletics.
  • If the training is not at the Unit’s office building, the simulated weapons are transported to the training location by a staff member in a van, and are all collected at training’s end for transport back in a van. Our students do not individually carry the simulated weapons to the training site.

At Miami, we provide the following operational support:
  • One Administrative Assistant
  • Two classrooms (first right of scheduling)
  • Six offices
  • One large storage room
  • A student study room
  • A Maritime Simulator room
  • Approximately a $10,000 university operating budget
  • Access to facilities for trainings
  • Firing range and armory (however, the Unit no longer has operable weapons)
  • Academic credit provided for ROTC courses, and a minor in Naval Science is offered
  • Assistance from the Registrar’s Office in providing early confirmation of completion for graduating ROTC students, allowing commissioning immediately at semester’s end, rather than  waiting until the normal grade submission process is complete

The following staff and dependent support:
  • Immediate tuition waiver for staff members (waiver covers tuition, but not course or university fees)
  • Immediate application of the employee dependent tuition waiver for ROTC staff dependents; the normal, required three year employment period is not required

The following student support:
  • Over $100,000 per ROTC Unit (Air Force and Naval, over $200,000 combined) in room and board scholarships provided annually, to be applied to ROTC students at the discretion of the ROTC Commanding Officers.  To be eligible, students must reside on campus
  • Early/priority registration for ROTC students to insure scheduling access to their required ROTC courses.
  • Early access to dormitories for ROTC students, to facilitate Freshman Orientation program

Commissioning Ceremonies

We have two NROTC Units (NROTC and AFROTC) on campus, and an Army ROTC unit which is organized through Xavier University in Cincinnati.
The Army ROTC graduates hold their commissioning ceremony at Xavier.  Both our Air Force and our Naval Units hold separate ceremonies on campus the day of Commencement. There has been consideration of combining them, but the specifics of the two ceremonies have enough differences,  that the units do not want to combine. For example, the Air Force Ceremony has more speakers than the Naval Unit’s.

For all three units, the graduates wear their uniforms to the Universities main ceremony and we include a portion of the ceremony where the ROTC graduates come to the stage and are “commissioned” with the oath of office, led by one of our three ROTC CO’s – the specific unit rotates, and we allow the Unit CO’s to decide who it will be.  When the oath concludes, they will say something like “ladies and gentlemen, our nation’s newest military leaders” and get a huge ovation from the crowd.  Regardless of which CO leads the oath, all three are included on stage as members of the platform party.  Their invitation to the platform includes all platform events, including lunch and photos with the Commencement Speaker.
