The Association of NROTC Colleges and Universities is a non-profit, independent organization, which was formed shortly after the end of World War II. The first meeting of the Association was held in Chicago on September 28, 1946. A first constitution was approved in 1950. Dr. Frederic L. Hovde, then President of Purdue University, took the lead in forming the Association, whose goal would be “to encourage the exchange of information and opinion between member institutions, and between these institutions and the United States Navy, looking toward the greatest possible success in the operation of the NROTC program”. This remains the goal of the Association to this day.
While the Association is a Non-Federal Entity, senior Navy and Marine Corps Active Duty and civilian staff attend the annual meeting as invited guests, to provide an annual Program Situation Report. Association member representatives attend to hear from senior leaders on the direction the Program is taking, provide feedback and recommendations on proposed changes to the Program that might have academic effects on students and possible impacts to partner institutions and to discuss ways partner institutions could better support students and the Naval Service. The Association is and always has been unique to Naval ROTC.
